The composer depicts the history of the town, as well as important events such as the bloodbath during World War II, the fabric 'tulle' after which the town is named and the festive annual fair. In this arrangement, there is the flexibility of performing it with combined band and chorus, or by band alone, and with the added option of having the band sing the Gibbons hymn-tune.
